[pwc] V4L2_CTRL_FLAG_NEXT_CTRL

The VIDIOC_QUERYCTRL doesn't support the V4L2_CTRL_FLAG_NEXT_CTRL. The
attached code implements this. It assumes the pwc_controls array is
sorted on the id (from low to high...)
